Strings are set for translation here http://bazaar.launchpad.net/~ubuntu- installer/ubiquity/trunk/view/head:/gui/gtk/stepUbuntuOne.ui but for some reason are not extracted into pot. For example https://translations.launchpad.net/ubuntu/saucy/+source/ubiquity/+pots /ubiquity- debconf/fi/+translate?batch=10&show=all&search=have+an+account+yet is nowhere to be found although the same words appear in .ui file. Tested on ubuntu-13.10-beta2-desktop-amd64.iso.
