It looks like it happens with apps that have "X-Ubuntu-Gettext-Domain"
instead of having the translated strings directly in the desktop file,
so it may be some bug in gettext or another component that Ubuntu uses.

Bug description:
  Desktop entries of some newly installed applications are untranslated
  until next reboot on non-English Ubuntu 18.04 system. This happens
  only for some packages (for example gnome-games-app) and happens both
  when installing using GNOME Software as well as when using apt.

  Steps to Reproduce:
  1. Use non-English Ubuntu 18.04 system.
  2. Install "gnome-games-app".
  3. See the application entry in GNOME Shell Overview.
  4. Restart the computer.
  5. See the application entry in GNOME Shell Overview.
