apt.conf does not exist by default. However, I'm not sure we want to give a specific command for this in the release notes, as opposed to leaving it as a question of using your editor to make the change; generally speaking, turning off auto-installation of recommends is not going to give very satisfactory results for the average user, so if a user doesn't already know how to edit config files on their system, I don't think we should be giving them a loaded gun to shoot themselves in the foot with.
