Hi Reuben, In order for a language to be included, it needs to have the translation of the installer (at least debian-installer) completed. In the case of the Debian Installer, it needs to be submitted upstream as well. You'll find some more information here: https://wiki.ubuntu.com/Translations/KnowledgeBase/Installer The documentation might need some expansion, so any help will be welcome there. I'm sorry it is a bit of a convoluted process, but the installer is one of the special translations than with the current infrastructure needs to be handled a bit differently.
