From the description, I'm not sure I understand what the problem is.
Please go ahead and file a bug against ubuntu-translations with detailed
steps on how to reproduce it.
There are a couple of related bugs you might want to have a look at and
see if it falls into that category before filing a new one:
Set $LANGUAGE if the user picks a different locale in gdm, so
that language-selector and gdm stop disagreeing
