As explained in the Q+A section of the announcement, here's how you can create a new Launchpad <your language> Translators team to start translating Chromium: https://help.launchpad.net/Translations/LaunchpadTranslators#StartingTeam Chromium, as many other projects hosted in Launchpad, is not associated with Ubuntu. That is why we use another translation group to manage the translations.
