Right now, if we are speaking of the general Ubuntu docs (topic, not app-based documentation), that's already a separate package and a separate translatable template in Launchpad. If we are talking about app-specific docs, right now documentation tends to be on the same package as the application. In these cases, and given the fact that Launchpad does not yet support direct translation of documentation (unless converted to gettext), the level of support is varied: either per app documentation is not translatable there (e.g. GNOME documentation) or it is in some particular cases (e.g. Software Center documentation). I'm not aware of any changes regarding to the packaging there, but it might well be that I'm not up to date with development plans.
