Andrej already answered on that one, but on the recommendation on where to best translate, I always say: simply use the workflow that best fits your team - either translate in Launchpad and send the translations upstream, or translate upstream directly. https://wiki.ubuntu.com/Translations/Upstream is on the wiki, so feel free to modify it, expand it and add any info you might find.
