Well, for the last couple of releases the translations from
ubuntu-docs have been included in the langpacks. However, those
translations aren't taken directly from Rosetta. They need to be
exported from Launchpad, uploaded in ubuntu-docs, and then Launchpad
stores the translations to be picked up later in the langpacks.

Given that there is this extra bit of work required (i.e. uploading
ubuntu-docs), I would tend to keep these as part of the non-langpack
translations - I think that an earlier deadline is justified to give
the extra time to prepare and upload the ubuntu-docs package.
