Well, for the last couple of releases the translations from ubuntu-docs have been included in the langpacks. However, those translations aren't taken directly from Rosetta. They need to be exported from Launchpad, uploaded in ubuntu-docs, and then Launchpad stores the translations to be picked up later in the langpacks.
