I don't think that is the right approach. It's perfectly possible that translators would be translating the server guide and making those translations available through their websites or other means. If so it's a great shame if translation teams are not able to get that done in time for the release. The only way to allow that to happen is to respect the same freezes as the rest of the documentation, i.e. to freeze it prior to the release and allow translations to happen thereafter.
