I do not think what you are trying to do is possible since this would
enable you to install applications for 13.04 in 12.04.

However, for testing purposes the best way to see your works results is
to set up an Virtual Maschine (e.g. VirtualBox, Testdrive) with a Daily
Build of Ubuntu Raring 13.04:
http://cdimage.ubuntu.com/daily-live/current/

VirtualBox and Testdrive (and maybe also other VMs) are available
through Software Center.
