Most likely, this is initscripts translation. My distribution (Mageia)
were used Fedora translations:
https://fedora.transifex.com/projects/p/fedora-initscripts/resource/default/
But now due to migration to systemd these translations are unmaintained.
Though I do not know what is used by Ubuntu.
Also where is "Broadcast message from %s" stored?
