To set one up, please get in touch with Ubuntu Translations Coordinators. Since there is nobody to manage translation approvals into this language, you cannot add new suggestions and upload translations. If you are interested in making translations to Berber, please contact Ubuntu Translations Coordinators. Another question is about the availability of translated apps in Ubuntu versions (some apps has been translated since Ubuntu 12.04 release but still not be available in Ubuntu 12.10).
