Hmm, please ignore my previous cynical answer. Surely it can't be that! More
likely to be just not enough time and too tricky to run all the QA and stuff
like that. One small team is probably better all working together rather than
getting "fragmented". When most people say "fragmentation" i tend to read it
as "more choice" and find it hard to pick fault with that.
