I think the problem is the two different translations, ubuntu-docs and ubuntu-help, are not linked together properly. Ubuntu-help saucy is shared with Ubuntu-docs raring. I'm trying to figure it out.
Meanwhile, I think https://translations.launchpad.net/ubuntu-docs/saucy/+translations can be used. .
