Well, this page describes the process for per request updates: https://wiki.ubuntu.com/Translations/LanguagePackUpdateRequest However, personally I think we should keep using a fixed schedule as a base, with per request updates as a possibility when needed. One reason is that new members of the translation teams aren't likely familiar with the applicable procedures.
