Regretfully, there is no Chechen (ce) locale in glibc yet. Please use the
following master to create the locale (it is not that hard TBH):
http://lh.2xlibre.net/
Then you can ask Ubuntu maintainers to include the patch with Chechen
locale into the 14.04 LTS or into 14.10.
As soon as the locale exists in glibc there will be no problems to include
the packages with translations into the release (a separate bug report may
be needed).
