According to the patch on that bug report, the source of the problem has been the loading of suggestions when you view the next set of messages to translate. That is, the current translations are most likely sent successfully, but the new set of ten messages fail to load on time. If launchpad.net has been working for translations, then most probably there was minimal server load, or the specific language had too few suggestions to compute. Thus, if you get the Timeout message, simply hit Refresh/Reload in order to get the next set of messages. It does not help to hit back, as the translations most likely made it through. I hope the patch gets added to launchpad.net soon.
