I'm not sure about the reason - cc-ing Martin Pitt - but OTOH I know something that may be related: Neither for trusty nor for utopic there is a plan to accomplish further coordinated language pack updates. As regards trusty (a LTS) there is this release schedule: https://wiki.ubuntu.com/Translations/TrustyTahr/ReleaseSchedule As regards utopic, whose life is just nine months, there was one coordinated language pack update last December. https://wiki.ubuntu.com/Translations/LanguagePackUpdatesQA (I see that the Norwegian team did participate - by testing the language packs in -proposed - in the last coordinated update for trusty as regards Norwegian bokmål, but not in the December update of utopic.)
