Have you tried Network Monitor applet -> Properties -> Configure.
It lets me turn wifi off and on on my Toshiba Portege as required.

For some reason best known to itself I don't appear to have one of
those. Do you know how I 'activate' it?

Oh, and i have just rememberd, i once had no Network applet too, it was becuse i switched over to breezy too early and certain things were not ready, i recently killed my system and had to reinstall, upon upgrading (straight away, first thing i did after logging in) from 5.04 to 5.10 it came back, so i dont know if there is a fix, but a reinstall works :)
