This is because on the Live CD the packages are installed in to the squashfs file and are just copped over to the install system. There are some packages on the Live CD in the repository on the disk, but not the whole system. The alternate CD has all the packages on the disk so you can use that. Also note that only the packages in the main and restricted repository will be upgraded from the CD, so if you have any universe or multiverse packages installed then you will have to download the updates of them. Also I don't think ALL the packages in the main and restricted repository's are on the disk anyway, so you'll have to download some.
