Matthew, Most of the banks in the UK are currently working on "faster payments" projects.
This is to speed up the processing of direct transfers/BACS/VOCA payments, so rather than taking 3 days, they happen pretty much instantly. I suspect it's the testing/implementation of this that's causing the issues....
