The only two requirements are:- 1) You need to sign up to launchpad 2) You need to join the UK Team. https://launchpad.net/~ubuntu-uk If you aren't signed in you wont see your name in the top right of the window. If you are, you will. If you visit the above page and see a "join team" link then you're not in the team. Simply join it and you're done.
