I'm no expert on this, but I think it depends on what Bluetooth services your phone supports. If it supports PAN (Personal Area Network) then once connected I would think it would not matter in which direction traffic is going. You would need to do some routing etc on your PC to route traffic from the Bluetooth connection to your college connection. Many phones only support the Bluetooth serial connection and so you connect to your phone and effectively use it as a modem. HTH.
