Sometime I see my username twice in the right hand top panel and do not
have the Session Indicator Applet visible.
However, if you use the "Special" od "Windows Key" + S it will still
display the sutdown menu.
If that fails...
Close all your open applications,
Open a terminal (or go to a new tty: ALT+CTL+F{1,6}, login) and type:
sudo halt
This will shut down the system properly.
There is very rarely any need to power down forcibly.
