The lights flashing generally mean that the computer had a kernel panic which can be caused by a lot of things. Does regular 10.04 work? You could try and modify the boot parameters on the CD to find out where it is going wrong. I believe you can press F6 during bootup, press "e" on the boot option and add the nosplash option.
