Debian has been a long term thought for the Mint team I believe. If
you look in the /testing directory of any of their mirrors you can
find a Debian alpha from as far back as Linux Mint 4. I think the team
just haven't had the time and a lot of work was also put in by Ikey to
get LMDE going.

So whereas it does reduce their reliance on Ubuntu I don't think LMDE
is solely around due to recent developments.
