You are correct. Ubuntu 8.04 userspace does not handle the date
returned by the Kernel correctly. Only an Ubuntu Kernel will work for
now.

The date *is* actually correct. Ubuntu cannot work with your current
Kernel correctly and as such the userspace date is incorrect (spirals
out of control).
You'll notice if you log out and log in again the date will start to
count differently.
The only solution as mentioned is to install the official Ubuntu
kernels for now.
