Webfaction's[1] shared hosting accounts come with shell access for you to pretty much do whatever you want. It is about the same money as a small VPS but you get some things (front end web server, DB servers, ...) running outside your memory allocation and, more important for me, managed by somebody who properly knows what they're doing. It is a bit less flexible than a VPS though since you only get to play in your home directory. I have a VPS (I'd second Alan's recommendation of Bitfolk) for experimenting and anything I want to keep running without the risk of my playing around breaking it gets moved to webfaction.
