What's behind that? Mainly, the leadership of the California LoCo had decided to move slowly because we wanted to really earn the distinction and not be rubber-stamped. Since SCaLE7X we've decided (and been told by some other community leaders) that the time was right to apply. So we're cleaning up the wiki and getting our ducks in a row.
We're having a meeting on IRC and this is the current discussion topic, so jump into #ubuntu-california on irc.freenode.net now (or even later) to discuss in detail, and after the meeting we can definitely discuss in email as well.
