I did measure my speeds doing a fresh install. My laptop (250 GB 5400 RPM seagate hdd) had negligible speed improvements. I did a fresh install instead of a upgrade cause I wanted to reformat with ext4. My time went from ~47 to ~41 seconds for the time it took to hit the power button to open a web page in firefox. I set the computer to auto login and firefox to auto open.
I have a SSD that I am also going to test with later this week.
