This has been a small annoyance for a long time. I finally looked up and found a solution that seems to work for me. I hope this helps others. I welcome other discussion.
By default in Firefox when I press page down it doesn't do what I want. It often scrolls the page to the bottom instead of only one page depending on the web page. The quick work around is to click in the page somewhere first, however sometimes I don't pick the right part of the web page to click before making it work the way I want it. Here's a solution that seems to fix the default behavior. 1. select Edit... Preferences... 2. click the Advanced button on the top right, then General tab 3. uncheck the "Always use cursor keys to navigate within pages" checkbox. Evidently F7 toggles the same or a similar option too.
