Okay, so after reviewing the complaint, I know what they are saying, at least without specifics. They are saying that tzdata is using data obtained from ACS Atlas, which is Astrolabe's product. They are saying that they used the Atlas to pinpoint the timezone lines, and claim that it is so stated in the code. Unfortunately, I haven't looked at the code, but I'm sure someone can take a look at what's in a repo somewhere...
As quoted : "where the references to historic international time zone data is replete with references to the fact that the source for this information is, indeed, the ACS Atlas." It will be interesting to see how this pans out. Then again, if they just used the generic work "Atlas" without referencing ACS or software at the same spot, you can argue that they did indeed use a "public" source...
