Browsing to maps.google.com often serves the desktop version on
devices

Bug description:
Observed intermittently on a Galaxy Nexus, this bug has been present for
quite some time (it’s not a recent regression).
Steps to reproduce:
1) On a mobile device, open the browser app, enter "maps.google.com" in the
address bar, and validate
2) Wait for the site to load
3) Repeat steps 1 and 2 several times, and observe how sometimes the mobile
version is served (expected) and sometimes the desktop version is served
(unexpected)
