I added an oxide task as a webview’s navigationHistory is currently a read-only property, so we will need an API in oxide to save /restore the navigation history from persistent storage.

This is important, especially for webapps, as they don't have access to the global history page. When the webapp is restored the user has no way to get back to the previous pages they were browsing as the back button is grayed out because we're not restoring the history.
