We would probably need to change the input hints on the address bar
based on whether the current contents look like a URL or not.
Not really sure that’s desirable, but it can be tested.

Title:
Should enable predictive text in address bar when not an address
Status in Web Browser App:
Triaged
Status in “webbrowser-app” package in Ubuntu:
Confirmed
Bug description:
Steps:
* type a search term in the address bar
Expected:
* word prediction works as usual
Current:
* word prediction is disabled
I imagine this might require some keyboard work as well.
