If you open a site with vertical overflow on desktop, then do the
following:
1) Use the scroll wheel on your mouse or edge scrolling on your touchpad to
scroll down part way through the document
2) Move or resize the window
3) Use the scroll wheel or touchpad to continue scrolling down
At 3), the page scrolls upwards before it scrolls down again.
