  Certificate details popup should hide when top bar auto-hides

Bug description:
  Steps to reproduce (on a touch device):

   1) browse to a page with a valid security certificate (e.g. 
https://youtube.com) and that can be scrolled, wait for the page to be fully 
loaded
   2) flick the page to start scrolling downwards, and just when you release 
the flick gesture, tap on the favicon/padlock icon in the address bar to 
display the certificate details
   3) after 500ms or so, the top bar auto-hides

  Expected result: the certificate details are dismissed
  Current result: the certificate details remain on screen, anchored to nothing
