At the moment it is possible to open a "new tab" page many times. 
Each of the new tab pages look identical, so it is difficult to tell them 
apart. On top of this there is no real reason why anyone would want to do this, 
as the new tab page is only a means to navigate to an actual page.

Therefore requesting a new tab page when one is already open should
simply bring the user back to the already open one.
