Flash plugin isn't always detected

Bug description:
If I run the browser with OXIDE_ENABLE_PEPPER_FLASH_PLUGIN=1,
navigating to BBC iPlayer sometimes results in a message telling me I
need to install Flash. It's not clear what action "fixes" this, but a
combination of navigating a few times and opening new tabs sometimes
makes it work.
