This is sort-of fixed now - we assume that the presence of a mouse
implies windowed mode, and adjust the behaviour of the webview
accordingly.

  Mir+Unity8 device

  How to reproduce:
  1) switch to window mode (for example by connecting a usb mouse to the device)
  2) go to google.com and perform a search
  3) while on the search results page, resize the browser window to change its 
width

  Expected outcome:
  The search results don't scale

  Actual outcome:
  The webpage is scaled and becomes unreadable with a small window, and huge on 
a large window
