Public bug reported:
oxide::ChromeController will override the cc::CompositorFrameMetadata
supplied by the renderer in order to force reveal the location bar, if
the renderer becomes unresponsive. However, we don't shift the content
in this case, but LocationBarController::contentOffset does update in a
way which suggests that the content has been shifted.
