Okay, I used synclient to check on the touchpad settings. While the touchpad was in its insensitive state, FingerHigh had a value of 80. This was the value in /etc/hal/fdi/policy/touchpad.fdi, though I don't remember ever changing it. Changing this to a value of around 15 made the touchpad sensitive again.
Unfortunately, changing the value in touchpad.fdi and restarting X had no effect; the FingerHigh reverted to 80, though touchpad.fdi remained unaltered.
