What solved my problem, was reading /usr/share/doc/xserver-xorg/howto/configure-input.txt.gz and running udevadm trigger --subsystem-match=input --action=change as described in this doc. (this I did in remote ssh session from another computer to my laptop) However I don't understand why such action is needed now. Earlier, kbd&mouse worked well in X without that. This could be a bug in updated udev or initramfs scripts.
