ubuntu-desktop depends on unity, which depends on compiz, which depends on compiz-gnome | compiz-kde. When you remove compiz-gnome, it'll install coimpiz-kde to satisfy the dependency (something you conveniently left out). So reinstalling ubuntu-desktop doesn't pull compiz-gnome since compiz-kde is already installed.. not a bug.
