Give Dave Turvene's latest 1.3 hack a go

 http://www.dahetral.com/public-download/psmouse-
alps-1.3-alt.tbz/at_download/file

I now have two finger scrolling in Ubuntu 13.04 using it.

Instructions for installation on Ubuntu 13.04

Download psmouse-alps-1.3-alt.tbz from the link above
copy the psmouse-alps-1.3 folder to your /usr/src directory.
To do this with a GUI try running sudo nautilus
Once the folder has been moved to /usr/src
cd /
cd /usr/src
(as root) dkms add psmouse-alps-1.3
(as root) dkms autoinstall
(as root) rmmod psmouse
(as root) modprobe psmouse

Go to System Settings
Go to Mouse and Touchpad
Click Mouse and Touchpad tab and tick the selection box next to Two Finger
Scroll

Thank you Dave Turvene for all your hard work when Dell and Alps turned
their back on this issue.
