I'm marking this as incomplete, because I didn't understand your
opinion.
If you only want to make double taps easier you don't have to change the
value of SingleTapTimeout (as the name also suggests). you can change
the value in the mouse configuration named "double click timeout" which
is definitely not affected by SingleTapTimeout
