This bug seems to be half fixed. After a fresh 14.04 install, I do "sudo apt-get update" followed by "sudo apt-get upgrade". Then, the desktop is usable. However, it appears to have low color density because the default purple background shades are all stair-stepped and dithered. I'm positive it's not the Ubuntu desktop background that's at fault, because it looks great on a much older machine. Perhaps there's a workaround through the command line, but this should not be the default behavior.
