I've both taken a picture and shot a small video that I think shows it better. In the photo the window is blurry because I was moving it with the mouse ( when the problem mainly manifests ), but you can see the scan lines by the side even if not so many as what I actually see due to exposure time. I've also now noticed that a solid background color shows a vertical moving fluctuation not too contrasted, as in a noisy signal connection.
