In both cases "low graphic mode" true or false the "tab switcher" background is too transparent too. This happened to me first time and I am using Ubuntu more then 10 years (different versions of course but the same! laptop).
I pressed Alt key and hold and then press Tab key. Still holding Alt key I did a photo from my phone with one hand, so not the best photo.
